Consisdering that the current proposal being voted on by all 17 Eurozone members calls for a fund of less than $500 billion, this new number, though more realistic in terms of the size needed to fix the problem, is a political impossibility, especially given the popular resistance among voters in France and Germany to bailouts for irresponsible neighboring countries.


Pardon while we chuckle, because $1 trillion, let alone $6 trillion, is never going to happen in Europe.  Where do they plan to get the money, Euro Claus?

Many European policymakers are beginning to envisage the fund, known formally as the European financial stability facility, as a nascent eurozone treasury that could sit alongside the European Central Bank. It would be quickly tapped to deal with crises without relying on national parliaments, which cannot act at the speed demanded by markets.

Senior officials have even begun referring to this future construction by a new name, the European Monetary Fund, which would operate like many other European Union institutions – with decisions taken by a qualified majority vote rather than unanimity. Such proposals will feature in a review of eurozone governance overseen by Herman Van Rompuy, the European Council president, next month

Daniel Gros, director of the Centre for European Policy Studies think-tank, estimated that under some scenarios, the EFSF – and its successor, a permanent agency called the European Stability Mechanism – would have to be as big as €4,000bn ($6.2 trillion).

Such an increase would mean France, whose triple A rating is essential to the market credibility of the EFSF, would see its debt levels rocket, at a time when its bond rating is already under scrutiny. "It's just not conceivable to have a much larger EFSF and still have France as triple A," said Mr Gros.

DB here.  Meanwhile UK Prime Minister David Cameron is in the news today calling for "a big bazooka approach to bailouts" warning they have only a few weeks to avert economic disaster.  And Merkel and Sarkozy met again today and claim to have reached agreement on a massive EURO bank bailout, though neither would release details.

The Bundestag committed $590 billion to the EFSF of which Germany will provide $283 billion or almost half to resurrect euro zone economies. What did come from all parties is that they will refuse to commit one more pfennig to bailing out the six wayward countries. They opposed any effort to leverage the allocated total, there would be no Eurobonds, and they voiced opposition as being implacably opposed to moving decisions on monetary and fiscal policy out of the hands of sovereign states. There should be no expansion of policy to the EFSF under any circumstances. The next question will be how long will the funds last? Probably six months to a year and then the problem starts all over again.

Big injections of capital that make a boom occur when dollars outside the economy -- held offshore, where most dollars are kept, are deposited in a US bank -- or someone takes a dollar out of their mattress where it has been for a long time and deposits it. As soon as that dollar is deposited, that deposit will move around as first one owner and then another writes a check on it. But that dollar has raised the total amount of money in the system by a dollar so that at some point some bank is going to see that visiting dollar on its books counted as excess reserves over and above what is needed to cover loans in the fractional reserve banking system. So, by the fractional reserve law, that bank is going to be able to make a new loan of 90 cents simply on the presence of that dollar on their books. Now there will be the original dollar moving around from checking account to checking account and this 90 cents will join it and also be moved around from checking account to checking account, where some bank is going to notice it as "excess reserves" and will make a new loan of 90 percent of the 90 cents, which is 81 cents what will also be jumping from checking account to checking account -- where some bank will see it excess reserve and will lend .9 of that amount which will be a new 72 and 9/10ths cents added to circulation of which some bank will lend 9/10ths and so on -- until the original one dollar has become, through fractional-reserve-system money creation a total very close to $10.00.
